Established in 1946, the Council of Ministers of the Soviet Union succeeded the Council of People’s Commissars and the Commissariats were replaced by the Ministers. The council of Ministers is the highest body in the executive system of the Union. The chairman of the meeting is called the Premier of the Soviet Union and is to be running the meetings.

 The responsibilities of the Council range from setting economic development goals (more commonly referred to as the 5-year plans) to making vital decisions regarding the defense of the Union. The Council decides when and how the military will be used and the number of people that will be drafted if deemed necessary.

The council is also accountable to the Supreme Soviet, the juridical branch of the State. Certain ministers had more pull in the Council than others, being full members of the Politburo.

In ECOMUN 2017, you will find yourself as one of the ministers in the Council of Ministers of the Soviet Union and the session will be chaired by the Premier Joseph Stalin.
